A Gulf port city with a New Orleans flavor, its historic center rebuilt in the oil-boom 1920s with elegant porticoed buildings. The Plaza de Armas, the old customs house, and the Laguna del Carpintero shape the waterfront. Jaiba a la Frank, stuffed crab, is the signature dish.
